However, since the question was brought up by some users, please allow me to share my thoughts on the issue: I refrain from setting any restrictions for my giveaways for it is against the SG rules. The only exception is if my giveaway has a set contributor amount and the winner turns out to be a fake contributor (in which case I ask for a reroll). Ordinarily I cannot deny anyone the right to enter a bundle giveaway if s/he owns one or more of the games from the bundle. That said, if for instance someone who owns more than half of the games from the bundle enters and wins, and a reroll is requested afterwards, the site admin would probably honor the request on grounds that it is against the rules to enter a giveaway if the entrant already owns the game. It is arguable though if owning one game out of a ten game package would fall into that category, as there is no set value that I am aware of. So, three out of seven is not a rule per se, it's more like a logical guess, a ballpark figure, if you will... I wish, as you said, all people would respect that. After all these giveaways are done in an effort to maximize the benefits. Cheers.
