looking for a modern survival game

I'm a huge fan of survival games. I have played ARK but its so prehistoric, I have played dont starve but its both not modern and like 2D.
is there any survival game like first person/3d and based on the century we live in?
also game should have like a "permanent progress" like building a home, building a mill or farm and stuff

The Long Dark maybe? I haven't played it but it seems to be exactly what you're looking for.

No building in it, but I highly recommended it! (I love the building aspect in games, but regardless - it is a great game!)

Rust seems to be in permanent alpha and gets wiped every few weeks. So I wouldn't suggest that to him.

The Forest but as far as I know you play just in a forest, not many modern things around.
Subnautica but I think this one you play in the future

there's home behind, you don't have a house but you upgrade your "mobile base" and craft stuff to survive.
it's really good.

The Long Dark is really good, but the setting might not be what you're looking for.
I've watched some gameplays of this hobo simulator thingie and I think it's the most modern you can get in a survival game. GrayStillPlays has some very entertaining videos about it on youtube.
