As far as I know, Nintendo does hold publishing rights to Bayonetta 2, so they would decide if this makes a PC release.
Unless someone else can get publishing rights for non-Nintendo platforms, in which case we may get the game (but we should expect to lose the Nintendo-specific in-game costumes based on Metroid, Starfox and Legend of Zelda).

I hope SEGA or Platinum manages to find a workaround, if this one makes enough money they'll probably try to.
The Nintendo IPs however will not make it into a steam release, it would probably be handled like the Sonic Lost World port and get all the Zelda and similar references removed (they straight up deleted 2 levels).

Theres a difference between bethesda financing the whole game and owning the rights, to a studio being helped financially by other yet retaining the rights.
Sony assisted shenmue 3 funding, yet its coming to pc. Remedy and the crytek got some help from microsoft, but their games are here. Helldivers was published by Sony and you can find it on steam (with sony logo on it). I remember the brutal legend developer talking about how they managed to retain the rights to publish by themselves later on without EA. So there are a few cases where even with financial support, they do not own the rights and may eventually show up somewhere. And companies seem to prefer to have it on pc than the competitor platform.

I dont think nintendo ever assisted another studio financially before bayonetta 2, so theres no history to compare to. Gamefreaks from start they owned shares so its a different story.
Nintendo has been making deals with companies to develop games of their franchise to mobile, but thats not the same thing as letting a game they funded go on pc. But again, this is a new territory so who knows, maybe they would be willing to share some income on bayo2 on pc if sega convinces them it would be really profitable.

Same thing happened with Mass Effect 1 kinda.
Only way we will see Bayonetta 2 on PC/other systems is if Sega and Nintendo make an agreement and Sega pays off Nintendo. Or maybe gets a cut of the profits?

Bayonetta 2 will be for sure in PC and other consoles if the first one sell well. Do you remember the story of Resident Evil Revelations 1 in 3ds? well this one is the same case... One thing is a Multi game that goes to exclusive, and another thing is an exclusive franchise (that it´s not that case)
