It depends on the game. I've tried with only two games, so don't know how your luck will be with anything else.
Sent Black Desert Online to a region without the game. It works.
Someone tried sending me Criminal Girls: Invite Only. Gift was blocked.
Criminal Girls is banned in my region to explain the block, while Black Desert Online simply isn't sold in most countries through Steam. So really it is simply case by case.

Some more examples. Check vs. Mate can be gifted from the US (other regions have the Battle vs. Chess version) but Time of Shadows can't (other regions get Dawn of Magic).
The German Editions of Wolfenstein TAN/TOB can be gifted from Switzerland. If you don't get own any version then Switzerland is a better choice than Germany as the Swiss packages include both versions.

Been wondering that myself. Singularity isn't available in my Steam store even though I can walk into a shop here in Oz and buy it on disc. Simply not logical.
I guess you can never be sure as from what Delta said it will depend on a few things.

Since Valve changed the gifting policy, gifts can't be bought for other regions if the game's price is listed 10 % less in the origin country. Now if the game isn't available in the destination region (not by censorship, but by agreements), Steam shouldn't block the gifting process, since it can't compare the prices.
Can anyone of you confirm this?
