i have tried 1 as i have used it at home and at work and yes i have tried turning it on and off again - i don't think at the moment i have another charger that fits this laptop

Check:
1) Airplane mode (sometimes this prevents the charge from going up)
2) A different charger
3) Power settings: Do you have a battery threshold set to stop charging at a certain %? For Lenovos, this would be in Lenovo's Battery Bar/Power Manager>advanced

On my lenovo, you push Fn+F8 and it pops up a "radio" OSD, where i have options for airplane mode, bluetooth, and wifi.
Certain models of Lenovos won't charge if they think the charger is too weak, or if it is set in airplane mode. This is due to those laptops needing greater than a 90W charger to charge, but airplane mode limiting the intake to 90W so as to not fry the airplane's circuits.

ummm, is 95% too low? Did you take a look at the first comment's link?
It is due to the battery charge self-protection feature. This is working as designed, and is intended to extend the physical life of the battery by preventing short recharge scenarios.

it seems to be going down 1% every time i turn it on now at 94% and i have yet to check the link but the not charging bit is more worries me more than the percent (other than it keeps slowly going down)

Have you opened it recently?we had a similar problem with a laptop it took us about 5 hours to finally find out there was a screw missing (the screw was acting as a connector between battery and the laptop GND (something like this))

since it's running win7 i'm gonna assume it's a pretty old computer. if that's the case then there's a good chance your battery is shot and just needs replaced.
