yeah, better don't use it (i didn't even though i was tempted).
valve did first wave of refunds but stopped (maybe due to unrelated games being hit like weedcraft)

I've heard that you can buy delisted Steam games, by using https://steamdb.info/ to enter the Steam SUB page (Of removed game).
Can someone give me a list of games you can buy using this method? Thanks.

We will be looking for a removed game named "F-1 Drive"
Step 1: Go to https://steamdb.info/
Step 2: In the search bar, type "F-1 Drive"
Step 3: In the results bar, click on the "APPID" (in this case, the
number is 369620)
Step 4: In the left-hand side of the page, click on "Packages"
Step 5: Click on the "SUBID" of the package. (in this case, the number is 67328)
Step 6: Click on "View Package on Steam"
Step 7: You will end up on store page -->
